I’m really not sure what to make of this. It is a documentary on the "massive fraud of the Federal Reserve and the IRS" - watch it now at Google Video: http://video.google.com/videoplay?docid=5355374476580235299
Essentially it says the Federal Reserve is a "con job" under the control of private bankers i.e. JP Morgan Rockefeller et al. I’ve read this sane conspiracy theory in other places. In thi scontext the question is if there’s no income tax what would the fund the running of the government. Anyway be your own judge.
